Mac Neil was born in Jiujiang, a city in China. According to reports, the swimmer was abandoned by her biological parents. In 2001, a Canadian couple, Edward MacNeil and Susan McNair, adopted her and her younger sister from a local orphanage.

The MacNeil-MacNair couple bought Maggie and Clara in London, Ontario, Canada. The pair raised them with love and care.
